We consider the following points in the Issues Paper to be most relevant to ourselves: Question 3 Distinguishing between permanent and annual crops is mentioned but not clearly differentiated. District irrigators versus private water diverters: our system, although all private water diverters, operates on a system that is managed ourselves which has some similarities to district irrigation systems. Having water brokers unregulated as is currently the case is fraught with danger, leaving open issues of accountability and responsibility of the various parties. The water market is also influenced by the water in store. This, of course, is related to the obvious inability of any accurate forecasting of future availability. Also to be considered, as the paper mentions for an efficient market you need a multitude of buyers and sellers to operate efficiently. At the moment, about the only buyer is the government, so how can it possibly be operating efficiently. Responsibilities of committee members: changes to the rules must take into consideration that a lot of committee members are voluntary, working for their own and others benefits and as such should not be placed in a position of additional responsibility simply as a result of the Government wanting to change the rules. Question 7.1.1 We consider that smaller operators such as ourselves should be distinguished from major system operators. Because of our lack of ability to be able to fund changes in rules, educate growers and implement rules, we would need significant monetary assistance to maintain the viability of the growers current conditions. A small system such as ours cannot afford to carry an increased expense in the name of efficiency which will have the probable net effect of no identifiable benefit to us whatsoever.
