Question 3
The effect
of trading on established irrigators of the supply of water,when
and where required,Water that has a history of winter
use may be transferred to an area that reqires a
tight timeframe of summer use.Also the allocation
applying to the transferred water has to apply.In
other words "tagged"

4.1
Support the
position that water should not be sold to non landholders eg speculators.Weter supply is precious,finite,and is a necessity of life,and
should not be subject to speculation
Question 4,2
Clause 8 of
the schedule E Protocol on access,exit
and termination fees specifies that no exit fees should should
be levied.I disagree.The
effect on remaining irrigators of meeting the cost of supply,and
the maintenance of structures,could become seriously uneconomic.This would lead to the destruction of whole
communities
Question
4.3
I support
the concept that would require that sellers must have a metered supply before
water can be traded.Water should not be traded unless
the the quantity that has been extracted is known.Water cannot be controlled unless all water used is
metered or measured.
