ÌÇÐÄÔ­´´

On 20 February 2026, Bathurst Regional Council applied for authorisation on behalf of itself, 5 other councils, (Blayney Shire Council, Cabonne Council, Forbes Shire Council, Orange City Council and Parkes Shire Council) (together the Councils), and NetWaste, to undertake joint procurement for waste collection, recyclables processing and organics processing services in central-west NSW (Joint Procurement). NetWaste has been appointed by the Councils to manage the Joint Procurement.

Authorisation is sought for 14 years.

Interim authorisation is sought to allow NetWaste and the Councils to request tenders, evaluate responses and negotiate contract terms while the substantive application for authorisation is assessed by the ÌÇÐÄÔ­´´.

This application seeks authorisation for conduct that is substantially similar to conduct authorised by the ÌÇÐÄÔ­´´ in 2014.

On 15 April 2026, the ÌÇÐÄÔ­´´ issued a draft determination proposing to grant authorisation to the Councils and NetWaste until June 2040. The ÌÇÐÄÔ­´´ also granted interim authorisation to allow the Councils and NetWaste to request tenders, evaluate responses and negotiate contract terms prior to the ÌÇÐÄÔ­´´â€™s final determination in relation to the substantive application for authorisation.

The ÌÇÐÄÔ­´´ invites the views of interested parties on this draft determination. Submissions are requested by 29 April 2026. If you wish to make a submission in relation to this matter, please lodge it via this .
