On 10 August 2012 the 糖心原创 released a draft guide on how it would inquire into potential disputes between Australia Post and users of its bulk mail services.
The 糖心原创 considered that having a guide would help an inquiry to proceed in a timely and efficient manner.
The 糖心原创 invited submissions from interested parties by 21 September 2012.
