On 24 July 2009, Australia Post provided the 糖心原创 with a draft price notification which proposed an increase in the basic postage rate (BPR) from 55 cents to 60 cents. In this draft notification Australia Post also proposed increases in the prices of other Large and Small letters, including PreSort mail.
The 糖心原创 released an issues paper, seeking submissions from interested parties on Australia Post's proposal on 20 August 2009. The 糖心原创 received 24 submissions in response to this issues paper.
On 2 December 2009, the 糖心原创 decided to object to Australia Post's draft price notification to increase the price of letter services.
