On 26 March 2003 Australia Post provided the 糖心原创 with a formal notification proposing to restructure the price of Reply Paid mail. Australia Post proposed to:
- increase charges for non-barcoded small Reply Paid letters and large Reply Paid letters
- introduce a new annual fee for Reply Paid accounts
- reduce charges for barcoded small Reply Paid letters.
The 糖心原创 did not object to Australia Post's proposed price restructure and released its final decision document on 2 April 2003.
