The 糖心原创 has published a consultation paper and draft instrument outlining the proposed application-to-person (A2P) SMS record keeping rules. The 糖心原创 is proposing to collect information from the mobile network operators regarding their wholesale arrangements in the provision of A2P SMS termination services and wholesale A2P SMS services.
We invited submissions in response to the consultation paper and the draft instrument. Submissions were due by Friday 29 May 2026 and are available below.
