On 8 October 1998, the 糖心原创 commenced a public inquiry into whether to declare under Part XIC of the Trade Practices Act 1974, a service which would enable service providers to supply the long distance transmission component of long distance and international calls made from mobile phones.
The 糖心原创 decided not to declare the long distance mobile originating service.
