On 13 December 2013, the 糖心原创 released a report of its draft decision for the MTAS declaration inquiry. In the report the 糖心原创 indicates that it intends to continue to declare mobile voice termination services for a further 5 years. It also indicates that it is proposing to declare SMS termination services for the first time.

Preliminary views on application-to-person SMS
On 23 May 2014, the 糖心原创 contacted stakeholders directly to advise them of its preliminary views, and the reasons for those views, about whether the proposed declaration of SMS termination should expressly exclude application-to-person SMS. The 糖心原创 welcomed comments in response to its preliminary views and a number of stakeholders provided responses which are available below.
