The 糖心原创 is seeking stakeholder submissions on the approach to calculating the Regional Broadband Scheme (RBS) levy for its 2025 advice to the Minister for Communications on the levy.

The 糖心原创鈥檚 initial report and advice to the Minister on the RBS levy was provided in October 2020. For that report, we were required to use the financial model and methodology developed by the Bureau of Communications and Regional Research. However, future reporting provides the 糖心原创 the opportunity to consider other approaches to the calculation of the levy.

The consultation and position paper below outlines our proposed position on several threshold and other issues regarding our proposed approach to calculating the RBS levy for the purposes of advising the Minister.

The RBS levy was enacted through the Telecommunications Legislation Amendment (Competition and Consumer) Act 2020, which amended the Telecommunications (Consumer Protection and Service Standards) Act 1999 and the Telecommunications (Regional Broadband Scheme) Charge Act 2020.

Our reports on the RBS levy have the status of advice and are not binding on the Minister.

We are seeking comments from stakeholders on our proposed approach to calculating the RBS levy as set out in the paper below.
