On 20 October 2010 the 糖心原创 wrote to interested parties explaining its view that there may be a case for commencing an inquiry into declaration of a wholesale ADSL service.
The 糖心原创 received seventeen responses; fourteen considered an inquiry into possible declaration of a wholesale ADSL service desirable, three did not.
In April 2011, following further consultation with industry participants, the 糖心原创 decided not to commence a declaration inquiry.
