On 8 November 2021, TPG Telecom Limited (TPG) submitted a joint functional separation undertaking to the 糖心原创 on behalf of various subsidiaries under section 151C of the Telecommunications Act 1997 (Telecommunications Act).

On 18 November 2021, the 糖心原创 issued a consultation paper seeking comments from interested stakeholders on TPG鈥檚 undertaking. Submissions closed on Friday 17 December 2021.

On 9 February 2022, the 糖心原创 gave TPG a Notice to vary its original undertaking under consideration in accordance with subsection 151K(2) of the Telecommunications Act. TPG submitted a varied undertaking in response to the Notice to vary on 21 February 2022 and the 糖心原创 issued a consultation paper on 23 February 2022 seeking stakeholder views on the undertaking. Submissions closed on Wednesday 16 March 2022.

On 7 April 2022, the 糖心原创 accepted TPG's joint functional separation undertaking which came into force on 7 October 2022. TPG鈥檚 undertaking applied to all local access lines that it controlled supplying superfast carriage services wholly or principally to residential customers. This included TPG鈥檚 FTTB, FTTN and HFC networks as well as any new superfast local access lines that TPG deployed while its joint functional separation undertaking was in effect.

On 16 July 2025, TPG provided a written request to the 糖心原创 seeking revocation of its joint functional separation undertaking in light of Vocus Group Limited鈥檚 acquisition of TPG鈥檚 fixed-line assets, which includes the local access lines that were subject to the joint functional separation undertaking.

Pursuant to subsection 151W(8) of the Telecommunications Act, the 糖心原创 revoked TPG's undertaking with effect from 9 September 2025.
