On 18 February 2019, the 糖心原创 released a public consultation paper, draft record keeping rule documents and templates as part of a consultation process for its proposed Dark Fibre and NBN Wholesale Aggregation Services record keeping rules.

On 16 May 2019, the 糖心原创 decided not to implement the proposed record keeping rules for dark fibre and NBN wholesale aggregation services.

The 糖心原创 considers that competition in the market for NBN wholesale aggregation services is developing as the NBN rollout continues, and that this has largely addressed customer concerns.

The 糖心原创 has also observed that alternatives to dark fibre and NBN wholesale aggregation services are increasingly available. Investment in the domestic transmission capacity service (DTCS) has boosted access to backhaul at competitive prices, and NBN Co鈥檚 NNI Link product also allows service providers to directly access NBN services.
