During 2003-04, the 糖心原创 conducted a public consultation on pricing principles for the domestic transmission capacity service (DTCS), releasing its final report in September 2004. In the final report, the 糖心原创 made pricing principles for the DTCS but did not set indicative prices.

The DTCS is a generic service that can be used for transmitting voice, data or other communications between transmission points located throughout Australia.

Pricing principles

Section 152AQA of the Trade Practices Act 1974 known as the Competition and Consumer Act 2010 from 1 January 2011, required the 糖心原创 to develop pricing principles for those elements of the service that are subject to the declaration. In June 2004, the 糖心原创 released draft pricing principles for the transmission capacity service. It received two public submissions in response to the draft paper. In September 2004 the 糖心原创 released its final report for the pricing principles for the transmission capacity service.

Under the Competition and Consumer Act 2010, the 糖心原创 is no longer required to develop pricing principles.  Prices and terms and conditions for declared services are set by the 糖心原创 via an access determination, in the absence of any access agreement between the access-provider and the access-seeker.
