Following consultation with stakeholders, the 糖心原创, published an initial draft decision on 6 August 2009 stating that CBH's original April proposal was not likely to be acceptable, and likely required changes.

On 6 August 2009, the 糖心原创 released its draft decision not to accept Co-operative Bulk Handling Ltd's (CBH) Access Undertaking.
