In March 2004, the 糖心原创 released a draft report on the mobile terminating access service (MTAS). The report considered whether the 糖心原创 should extend, vary or revoke the existing declaration of the MTAS. In the draft report the 糖心原创 indicated that it had formed a draft view that declaration of a varied mobile termination service would be in the long-term interest of end users.

In June 2004, the 糖心原创 released a final report relating to the MTAS. The report considered whether the 糖心原创 should extend, vary or revoke the existing declaration of the MTAS.
In the report the 糖心原创 decided that declaration of a varied MTAS would be in the long-term-interests of end-users.
