On 15 January 2025, the 糖心原创 commenced a public inquiry about its proposal to vary the final access determination for the superfast broadband access service (SBAS).

On 19 December 2024, the 糖心原创 made binding rules of conduct that apply to an SBAS provided by Uniti Group Pty Ltd, Opticomm Pty Ltd and their related bodies corporate. The 糖心原创 must, within 30 days of making binding rules of conduct, commence to hold a public inquiry about a proposal to vary the final access determination.

The 糖心原创鈥檚 public inquiry considered the price and non-price terms and conditions of access to the declared SBAS, taking into account the long-term interests of end-users and other matters under section 152BCA of the Competition and Consumer Act 2010 (Cth).

On 26 February 2025, the 糖心原创 published a discussion paper seeking stakeholders' views on the terms and conditions for access to the declared SBAS. Submissions closed on 28 March 2025.

On 3 July 2025, the 糖心原创 published a position paper outlining its proposal to vary the SBAS access determination. Submissions closed on 1 August 2025.

On 22 September 2025, the 糖心原创 published the final report for the inquiry and varied the SBAS access determination. The varied access determination is published on the public register of access determinations.

The Uniti Group binding rule of conduct has now been revoked, and the notice of revocation is published on the binding rule of conduct register.
