On 19 March 2009 the 糖心原创 released a final report on the DTCS declaration inquiry. In the final report, the 糖心原创 decided to vary the current declaration to exclude the capital-regional transmission routes and exchange service areas granted exemption in November 2008 as part of the 糖心原创's decision on Telstra's exemption applications. The 糖心原创 also decided to extend the varied declaration for a period of five years.
