The 糖心原创 released a discussion paper in May 2007 seeking industry comment on a telecommunications transmission cost model developed by an independent expert consultant. The 糖心原创 received four submissions, had the telecommunications transmission cost model reviewed in August 2007 before releasing a final version of the cost model in April 2008. In July 2008, the 糖心原创 received a submission in relation to the final telecommunications transmission cost model.
