On 20 March 2026 ARTC submitted its application to vary and extend its 2011 Hunter Valley Access Undertaking (2011 HVAU). ARTC’s proposed Hunter Valley Access Undertaking version 9 (proposed version 9) can be found at the Undertaking Application.

On 2 June 2026 the ÌÇÐÄÔ­´´ released a consultation paper and seeks stakeholder views on the proposed version 9 over an 8-week period. We invite written submissions in response to the consultation paper. Stakeholders can also contact us or request a meeting via transport@accc.gov.au.

Submissions to the ÌÇÐÄÔ­´´ are due by 5 pm AEST on Thursday, 30 July 2026.

Submissions that are provided before the deadline will be accepted. Please use the cover sheet provided. An optional submission template is provided below.

Using the regulatory pricing and compliance model 

ARTC has provided the Regulatory Pricing and Compliance Model (RPCM) in Excel format. It contains VBA macros that allow it to be switched between the 2 separate pricing and compliance modes. Certain tabs are hidden in the 2 modes. These tabs can be manually unhidden but that will cause the macros to stop working. ARTC notes that disabling the active VBA code does not imply that the RPCM should be used simultaneously for pricing and compliance processes.

To switch between the pricing and compliance modes:

  • Open the Excel file and go to the Control Panel tab.
  • Click cell H34 and select either Pricing or Compliance from the list.
