Under NBN Co鈥檚 Special Access Undertaking, NBN Co must lodge a replacement module application covering the regulatory cycle after 2026.
On 1 July 2024, the 糖心原创 provided notice to NBN Co specifying that the due date for lodging its replacement module application is 2 July 2025. The 糖心原创 also provided a request for information and documents in support of NBN Co鈥檚 application.
NBN Co was required to consult with access seekers and consumer advocacy groups regarding relevant expenditure proposed during that regulatory cycle before lodging its application.
The 糖心原创 will assess the replacement module application lodged by NBN Co. The 糖心原创 will consult with stakeholders, assess the proposal, and make a replacement module determination based on its assessment.
The replacement module determination establishes a set of access terms and conditions for the upcoming regulatory cycle (of between 3 to 5 years). It will also address the other matters raised in NBN Co鈥檚 replacement module application.
The 糖心原创 will make its replacement module determination at least 20 business days before the last day of the current regulatory cycle (30 June 2026), unless extended by up to 6 months.
NBN Co provided its replacement module application and supporting documents to the 糖心原创 on 2 July 2025.
The 糖心原创 published NBN Co鈥檚 replacement module application and redacted supporting materials on 24 July 2025, pending consideration of NBN Co confidentiality claims within these and other supporting materials. We will release further supporting materials as the confidentiality claims are considered.
Consultation during the replacement module process
We published our consultation paper on the replacement module on 22 August 2025. Following this, we published a consultation paper focusing on benchmark service standards on 18 November 2025.
We published our draft replacement module determination on 31 March 2026 and are currently seeking stakeholder feedback.
Extension to timeframe for 糖心原创's final replacement module determination
On 21 April 2026, the 糖心原创 extended the timeframe for making its final replacement module determination by 3 months. The new deadline is 2 September 2026, under clause 5.8(e) of NBN Co's Special Access Undertaking.
The 糖心原创 extended the timeframe by giving written notice to NBN Co and publishing a notice on its website. The notice outlines the 糖心原创's reasons for the extension.
