Draft replacement module determination31 Mar 2026
The 糖心原创 has published its draft replacement module determination for the regulatory cycle commencing 1 July 2026. Our draft determination sets out our preliminary views on the matters we must determine in our final replacement module determination.
The 糖心原创 has also published a letter from NBN Co that outlines its pricing commitments for the 25/10 and 25/5 Mbps speed tier offers.
We have also published a report from HoustonKemp that details its assessment of NBN Co鈥檚 expenditure proposals in its replacement module application. The HoustonKemp report contains redactions of information subject to confidentiality claims from NBN Co.
On 15 April 2026, the 糖心原创 published a notice of correction regarding calculations of the:
- total capital expenditure that should be added to the regulatory asset base in FY24-26
- total forecast capital expenditure that reasonably reflects prudent and efficient expenditure.
Consultation on the draft determination
We sought stakeholder feedback on our preliminary views and the questions included in the draft determination.
Submissions closed on Tuesday 12 May 2026 after we extended the original submission deadline, of Tuesday 28 April 2026, by 2 weeks. This followed the 糖心原创 extending the timeframe for making its final determination by 3 months, to 2 September 2026.

Further consultation on certain matters in the draft determination
On 11 June 2026, the 糖心原创 wrote to NBN Co inviting submissions on a methodology for potential adjustments to certain expenditure identified in the draft determination. The letter is available below.
We ask NBN Co and other stakeholders interested in making a submission in response to this letter to do so by 26 June 2026.
Submissions received will affect when the 糖心原创 is able to make its final replacement module determination.
We previously advised that we intend to make the final determination by 30 June 2026. It is likely that this timeframe will change while we consider the matters raised in the letter and submissions received. We will publish any changes to our timelines.
